Freddie Mac posts $4.5B net income for Q4

(AP) ? Mortgage giant Freddie Mac earned $4.5 billion from October through December, its fifth straight profitable quarter. The government-controlled company credited fewer delinquencies on home loans and rising home prices for the gains.

Freddie said Thursday that it paid a dividend of $1.8 billion to the U.S. Treasury and requested no additional federal aid.

The earnings compared with net income of $619 million in the fourth quarter of 2011.

The government rescued Freddie and larger sibling Fannie Mae during the financial crisis after both incurred massive losses on risky mortgages. Taxpayers have spent about $170 billion to rescue Freddie and larger sibling Fannie Mae, the costliest bailout of the crisis. So far, the companies have repaid a combined $52.3 billion.

Under a federal policy adopted last summer, Fannie and Freddie must turn over their quarterly profits to the government. The change was made to ensure they pay the government back.

"It's clear from our earnings that the housing market has turned a corner and that our work to minimize (mortgage) losses ... is paying off," Freddie CEO Donald Layton said in a statement.

For all of 2012, Freddie had net income of $11 billion, compared with a net loss of $5.3 billion in 2011.

Freddie, based in McLean, Va., requested no government aid in the second and third quarters last year, after asking for $19 million in the first quarter. The company received $7.6 billion for all of 2011 and $13 billion for all of 2010.

Freddie and Washington-based Fannie own or guarantee about half of all U.S. mortgages, or nearly 31 million home loans. Those loans are worth more than $5 trillion. Along with other federal agencies, they back roughly 90 percent of new mortgages.

The housing market has started to recover more than five years after the bubble burst. Home sales are up from a year ago, helped by a limited supply and record-low mortgage rates. Builders are more confident and have started to construct more homes. And home prices are showing consistent gains.

A measure of the number of Americans who signed contracts to buy homes rose in January from December to the highest level in more than 2? years, the National Association of Realtors reported Wednesday. The increase suggests that sales of previously occupied homes will continue rising in the coming months.

Sales of previously occupied homes ticked up in January after rising to their highest level in five years in 2012. And new-home sales jumped 16 percent last month from December to the highest level since July 2008, the Commerce Department said Tuesday. Home prices, meanwhile, rose by the most in more than six years in the 12 months ending in December.

In?Slate?s?Justified?TV Club, Rachael Larimore will IM each week with a different fan of the FX drama set in Harlan County, Ky. For Episode 8, ?Outlaw,? in lieu of arguing about the show with her husband, Jim, like she usually does, she?s IM?ing with him instead.

Rachael Larimore: Jim, you're the Elmore Leonard fan in our house, and you got me hooked on the show. Since you're out of town this week and we can?t watch together, I have a million questions for you about this intense episode. First, I lost track: Which is the higher number, the body count or the hints that Sheriff Shelby Parlow is Drew Thompson?

Jim Larimore: Probably the body count. I think we're getting to Shelby through process of elimination, though there have been some clues.

Rachael: The first "hint" goes back to when Shelby had Cassie in his office, and he got an alert on his computer about Thompson?s newly undead status. But in this episode: He has that quote about pretending to be someone else for a long time, talking to Ellen May; he looks vaguely enough like Frank Browning that you could maybe mistake them for each other after 30 years, and at the end he tries to send the marshals after more of the Clover Hill Swingers Society. But it's almost too obvious. And it's hard to believe that Hunter is so afraid of Sheriff Shelby that he would stab Arlo and earn himself a trip to a Supermax rather than take a deal. (Maybe he?s afraid of Theo Tonin, but if Tonin has the power to threaten these guys in prison, you think he?d have the power to find Drew Thompson.)?Do you think they'll surprise us with someone else?

Jim: I don't know, I would have just thought somebody would recognize Shelby if he was Drew Thompson. This was the biggest case in its time, you think somebody would have known him and would recognize him.

I noticed Browning talking about Shelby as if he were the one controlling the people in Harlan, he mentioned his name to the ?button man? from Detroit. But Shelby just doesn't seem that cutthroat to me, that is also why I have trouble with him being Drew Thompson. Speaking of Browning, I like how, out of nowhere, there is this secret society in Harlan. A Dixieland version of Eyes Wide Shut, minus the masks, of course. ?Were they only created to move the story along? A way to get Boyd closer to Tonin???They were never believable to me. How much power could they have? They couldn't have very much money, and they clearly had no muscle. After the way they talked to Boyd, you knew he was going to take them out and he did so rather quickly.

Rachael: ??Good question. The Legion of Doom, as the ?TV Club? christened them last week, made a reference? to how they controlled Boyd's dad. Which gives them a back story but might not make them any less a convenient plot device.

Jim:?That?s a weak back story. Boyd's dad was brutal, it?s not believable that he'd take orders from these clowns: a "furry" judge, a guy who looks like a your creepy high school janitor and some other suit. But I guess if it moves the story along.

Rachael: I was worried about all the forces conspiring against Boyd, but he was pretty badass this week in using Theo Tonin?s ?button man? not only to take out Frank Browning but also put the Legion of Doom on notice by taking out Keener. And in the process, he effectively neutered Wynn Duffy. ?Why would you want to back a man who got took when you could back the man who took him?? he asks Nick Augustine. What did you think of how that went down? And really, a Dairy Queen?

Jim: ?I liked it. And Whatever Browning was paying Deke, he got ripped off.? It was pretty smooth the way Boyd used the hitman to take care of Browning though I?m not sure why he chose to kill Keener out of the Clover Hill group. But it was a nice way to cozy up to Detroit.

That being said, I still don't see Boyd and Ava living happily ever after. Something tells me this new relationship with Tonin will eventually turn south. And I feel like Duffy, while once a major player, is now only being kept around until they can find a good time to kill him.

Rachael: ?Also, Duffy provides comic relief. Gotta love those eyebrows. Does he Botox?

Jim: Duffy does have a constant look of surprise on his face but he has been a great character, despite the unfortunate cosmetic surgery. On another topic, why is Shelby helping Ellen May? Is he trying to be a real police officer? He did say ?I think if you pretend to be something for long enough it?s not just pretending.? But is motivation to help her or just to get rid of Boyd?

Rachael: Funny, I took that to be a sign that he?s Drew Thompson. But maybe instead it means that he really is tired of being Boyd?s stooge and wants to be a legitimate sheriff.? Or maybe both! I suspect we'll find out. As for other folks with unclear motivations, how do you think Johnny will respond to the shift in power between Boyd and Wynn Duffy? You've been suspicious all along that Johnny really wanted to kill Boyd, right?

Jim: I think Johnny will be backing Boyd again really soon if he hasn't been all along.

Rachael: I had taken Johnny at his word, that he wanted Boyd dead. But if so, the way he?s handling Colt is odd. If he wants to take down Boyd, why not just let Colt keep floundering and let the whole story come out, about Ava and Delroy? The way he's acted toward Colt makes me feel like he's protecting Boyd and Ava's interests.

Jim: I think you're right. Johnny says he wants to get rid of Boyd but he doesn't always seem to act that way.

Rachael: Now, we haven?t talked much about Raylan and Arlo. Raylan wasn?t kidding in the last episode when he told Arlo that he would die in prison, and soon. Though even Raylan couldn?t have predicted this.

Jim:? I?m still not clear on Arlo?s motivation for killing the guy in prison in the first episode. Obviously, he was trying to protect someone, but who, exactly?

Rachael: The way he killed that prison "trustie,? that was the first of what insane lengths people will go to to keep Drew Thompson's identity a secret. And it came full circle when Hunter stabbed Arlo. Even on his deathbed, whether it was out of spite for Raylan or not, he still wouldn't give up Drew Thompson. He is one crazy stubborn bastard. I don't know if we'll learn more of Arlo's role in the Drew Thompson story after we learn who Thompson is or not. You have a theory, though, don?t you?

Jim: Yes,?I'm starting to think that Drew Thompson might be Keyser Soze. Seriously, though, the fact that Arlo wouldn't talk made me think he was protecting someone and even though he seems like he hates Raylan, he is the only one he would ever have to protect. Raylan seems to want something from Arlo, something he can tell Arlo's grandkids someday. Maybe we'll find out that keeping this secret was it.

Rachael: So, that would mean that Arlo thinks giving up Drew Thompson would somehow endanger Raylan, and that being an asshole up to the end was one final act of ... love is a strange word to use with Arlo, but it would fit if true. Now that would be a surprise.

HBT: Aaron had big ideas in commissioner pitch

Yesterday I linked that story in which Ernie Banks talked about Hank Aaron ?applying? to be the commissioner of baseball once upon a time. Last night my friend Jess Lemont sent me a news article from 1983 with some details about it. ?Seems that was when he announced his desire to replace Bowie Kuhn, who had just recently announced his resignation under pressure from the owners.

Obviously Peter Ueberroth?got the job. He then proceeded to break the Collective Bargaining Agreement and the law with his collusion schemes. That ended up costing the players and the owners hundreds of millions of dollars which in turn led to double expansion in the 1990s to pay for it. ?Good going, Pete!

What might have happened if Aaron had gotten the job instead? My theory: the owners either would not have engaged in any greedy illegal schemes or else Aaron would have resigned in protest had they tried. ?Short of that, though there there?s at least some evidence to suggest that, if he were commissioner, he might not have taken too different a course than Bud Selig took when he got the job in the early 90s. From the article, Aaron?s response when asked what changes he might institute as?commissioner:

?A major one is Interleague play. We are denying fans of both leagues the opportunity to see outstanding players and teams.?

He added that he?d push for a uniform DH rule, though he doesn?t say if he?d prefer all DH or no DH. He also pushed for two-team expansion to get the leagues up to 14 teams each. Oh, and there?s this:

Aaron, currently the Braves? director of player development, said he is not anti-player, but he supports placing a salary cap on teams? payrolls.

He goes on to talk about how the Twins can?t compete without a salary cap because Calvin Griffiths doesn?t have the money to sign free agents. Never mind that, within eight years and a couple of months the Twins will have won two World Series. Whatever the case, this is on all fours with Selig?s talking points from 1994 through around 2002 or so, which led to the most destructive work stoppage in the sports? history and nearly led to another.

Notably, Selig ? a longtime close friend of Aaron ? led the search committee that ultimately settled on Ueberroth?over Aaron. He also promised Aaron the chance to talk to the committee. Given that they remain friends I?m guessing that it wasn?t him, but rather, other owners who ?laughed? at Aaron?s candidacy, as Banks said.

5 surprisng facts about your body bugs

As far back as we know, animals have been home to microbes. Scientists have known for some time that these tiny tenants have the ability to make humans powerfully sick, while others are vital to maintaining the body's normal flora and fauna.

Collectively, the microbes inside everyone make up the "microbiome" ? what microbiologist Martin Blaser of the NYU School of Medicine defines as "all the organisms that call us home, that live in us and that interact with each other and with ourselves."

These teensy creatures, from bacteria and fungi to protozoans (mostly single-celled animal-like organisms), have a surprisingly rich story to tell. Here are five fascinating facts about the critters that call your body home.

Your body has more microbes than human cells
The human body is teeming with microbes. A number that gets bandied about is that there are 10 times as many bacterial cells as human cells inside you. While no one's bothered to count them, "the exact number doesn't matter as much as the idea that there are certainly more bacterial cells in our body than human cells," Blaser told LiveScience. As humans have evolved, these microbes have evolved with them. A whole lot of viruses call humans home, too.

You are born bacteria-free
With all these bacteria living inside, it seems natural that humans would just be born with them. Not so. According to Blaser, people are born without bacteria, and acquire them in the first few years of life. Babies get their first dose of microbes as they're passing through their mother's birth canal. (Of course, babies born by Caesarean section?don't acquire their microbes this way. In fact, studies show that C-section babies have a markedly different microbiota from vaginal birth babies, and may be at higher risk for certain types of allergies and obesity.)

A baby acquires most of its microbiome by the age of 3, Blaser said ? during a time when the baby's metabolic, immune, cognitive and reproductive systems are undergoing extensive development.

Bacteria can be good and bad for you
You're probably aware that while some germs can make you sick, others are important for keeping you healthy?and fending off infections. Sometimes, the same bacteria can do both.

Consider Helicobacter pylori, the bacteria responsible for causing stomach ulcers. The bacteria were once found in the majority of the population, but their prevalence has steadily been decreasing, and today only about half of the world's population has it. Most of them do not have symptoms, but a small number develop painful ulcers in an acidic part of the digestive tract (a finding that earned a Nobel Prize in Medicine in 2005).

Helicobacter?infections are treatable with antibiotics, but there's a twist: Blaser and colleagues have found the absence of Helicobacterappears to be associated with diseases of the esophagus, such as reflux esophagitis and certain cancers of the esophagus. In other words, Helicobactermay be bad for our stomachs, but good for our throats. Though not all scientists agree, "There's a big body of evidence that Helicobacter has both biological costs and biological benefits," Blaser told LiveScience. Antibiotics can cause asthma and obesity
Penicillin was a major breakthrough when Alexander Fleming discovered it in 1928. Antibiotics have enjoyed widespread popularity ever since, but antibiotics overusehas given rise to deadly strains of antibiotic-resistant bacteria, such as Methicillin-resistant Staphylococcus aureus (MRSA).

Now, there's some evidence that antibiotics also increase the risk for developing asthma, inflammatory bowel disease and obesity.

Of course, there are times when antibiotics are necessary. "I would never withhold antibiotics from a very sick child," Blaser told LiveScience. Nevertheless, he said, many common childhood ailments, from ear infections or throat infections, go away by themselves.

(Store-bought) probiotics are overrated
The recognition that bacteria can be good for you has spawned something of a craze in probiotic supplements, consisting of live microbes purported to bestow health benefits. Many people take them after a course of antibiotics. But do they actually work?

"The concept of a probiotic to help re-establish our baseline microbiota after an antibiotic is a good concept," Blaser told LiveScience. "But the idea that, of all thousand species in our bodies, taking a single species that comes from cow or cheese is na?ve." Current probiotics are very well marketed, Blaser said, but there's not much benefit. He does think medicine will one day develop probiotics that will be used to treat illness, but as of now, "it's a very young field," he said.

UNC responds to sex assault retaliation charges

"The Carolina community cares deeply about all of our students, including both students in this specific matter," UNC chancellor Holden Thorpe said in a statement released late Tuesday. "If we are to achieve the ultimate goal of eliminating sexual assault and violence from this campus, we must all work together.?

The university released its own statement after several media outlets (including Yahoo! News) reported that Landen Gambill?a sophomore who last spring reported being raped by a student she says is still on the school's Chapel Hill campus?was recently notified of the charge by the UNC Honor Court.

If found guilty, Gambill faces a range of sanctions, including probation, suspension or even expulsion.

Last month, a group of current and former UNC students including Gambill and Melinda Manning?the school's former assistant dean of students?filed a complaint with the U.S. Department of Education's Office for Civil Rights, alleging that school officials had pressured Manning into underreporting sex offense cases.

The University?s Honor System has been the subject of Internet commentary and media attention and some of its student members have received threats to their personal safety. Sexual assault evokes passionate responses and concerns. But it is important, particularly in a higher education community, to avoid judgment based upon speculation.

Here are facts. This University works hard to encourage students to come forward and report instances of sexual violence. No student has ever been disciplined for reporting a sexual assault or any Honor Code violation. Further, no University administrator filed or encouraged the filing of charges in this case; there is no retaliation by the University.

Because of concern for our students and their privacy we cannot discuss specifics of this or any student Honor Court case. This includes allegations involving a student who has made a claim about a fellow student.

The University has a long and cherished tradition of student government, led by students for the benefits and welfare of students. We can tell you that the Student Attorneys General, and for many years have had, the authority to decide which cases to consider independent of administrators. Further, administrators may not encourage or prevent the Student Attorneys General from filing charges. When a member of the University community reports an Honor Code violation, the Student Attorneys General determine if the evidence warrants a hearing before the Honor Court under campus policies and procedures. In deciding to charge a student with an alleged violation, the Student Attorneys General carefully consider all available evidence. Because of faculty interest in strengthening the Honor System process, the University established?with Chancellor Thorp?s support?a faculty advisory committee to be available to the Student Attorneys General for consultation in difficult cases.

Throughout a student?s involvement with the student-led Honor System, an accused student receives a number of procedural rights, including the presumption of innocence, the presentation of evidence, and a fair and impartial hearing. After the hearing, if a student is found guilty of the charge, sanctioning decisions are made by the Honor Court after a thorough consideration of all of the evidence.

The Student Attorneys General, who have been involved with the Honor System for over two years, have been trained on making appropriate charge decisions in accordance with University procedures. We are confident in our students? professionalism and commitment.

In January, the University retained Gina Smith, a nationally recognized lawyer and consultant on sexual misconduct issues, to help guide an open and transparent conversation about how the issue of sexual assault affects the campus and culture that is focusing on education and engagement. Smith, a former prosecutor, educator and consultant, has guided other campuses including Amherst on issues related to handling sexual assault complaints.

The work ahead of us is hard and the responsibility to get it right is daunting. We are committed to eliminating sexual assault and violence from our community. Mouse mothers induce parenting behaviors in fathers with ultra-sonic noises

Feb. 25, 2013 ? Researchers at Japan's Kanazawa University have demonstrated the existence of communicative signalling from female mice that induces male parental behaviour. This research is also described in the February issue of the Kanazawa University Research Bulletin.

Most mammalian parents use communicative signals between the sexes, but it is uncertain whether such signals affect the levels of parental care in fathers. Scientists have long suspected that female mice play a definite role in encouraging paternal relationships between male mice and their pups.

Now, a research team at Kanazawa University led by Haruhiro Higashida in collaboration with scientists across Japan, Russia and the UK, have proven the existence of auditory and olfactory (smell) signals produced by females which actively trigger paternal activity in males.

Higashida and his team conducted a series of experiments with females and males living in established family groups. Pups were removed from the cage for a short time, while one or both parents remained in the nest. The pups were then returned to the cage, away from the nest. Lone females nearly always brought the pups back to the nest, but lone males were less likely to do so.

Most interestingly, the researchers showed that males were much more likely to retrieve pups when they remained with their mate. This behaviour may be related to ultra-sonic noises emitted by females under stress. These sounds are not emitted by males, pups or non-parental females, and they encouraged the males into parental behaviours. The females also released olfactory signals in the form of pheromones, which triggered the same reaction in the males.

Higashida and his team are keen to expand on their results by analyzing neural signalling in the male brain in response to these female communications.

Apple signals emerging-market rethink with India push

NEW DELHI/BANGALORE (Reuters) - As BlackBerry launches the first smartphone from its make-or-break BB10 line in India, one of its most loyal markets, the company faces new competition from a formidable rival that has long had a minimal presence in the country.

More than four years after it started selling iPhones in India, Apple Inc is now aggressively pushing the device through installment payment plans that make it more affordable, a new distribution model and heavy marketing blitz.

"Now your dream phone" at 5,056 rupees ($93), read a recent full front-page ad for an iPhone 5 in the Times of India, referring to the initial payment on a phone priced at $840, or almost two months' wages for an entry-level software engineer.

The new-found interest in India suggests a subtle strategy shift for Apple, which has moved tentatively in emerging markets and has allowed rivals such as Samsung and BlackBerry to dominate with more affordable smartphones. With the exception of China, all of its Apple stores are in advanced economies.

Apple expanded its India sales effort in the latter half of 2012 by adding two distributors. Previously it sold iPhones only through a few carriers and stores it calls premium resellers.

The result: iPhone shipments to India between October and December nearly tripled to 250,000 units from 90,000 in the previous quarter, according to an estimate by Jessica Kwee, a Singapore-based analyst at consultancy Canalys.

At The MobileStore, an Indian chain owned by the Essar conglomerate, which says it sells 15 percent of the iPhones in the country, iPhone sales tripled between December and January, thanks to a monthly payment scheme launched last month.

"Most people in India can't afford a dollar-priced phone when the salaries in India are rupee salaries. But the desire is the same," said Himanshu Chakrawarti, its chief executive.

Apple, the distributors, retailers and banks share the advertising and interest cost of the marketing push, according to Chakrawarti. Carriers like Bharti Airtel Ltd, which also sell the iPhone 5, run separate ads.

India is the world's No. 2 cellphone market by users, but most Indians cannot afford fancy handsets. Smartphones account for just a tenth of total phone sales. In India, 95 percent of cellphone users have prepaid accounts without a fixed contract. Unlike in the United States, carriers do not subsidize handsets.

Within the smartphone segment, Apple's Indian market share last quarter was just 5 percent, according to Canalys, meaning its overall penetration is tiny.

Still, industry research firm IDC expects the Indian smartphone market to grow more than five times from about 19 million units last year to 108 million in 2016, which presents a big opportunity.

Samsung Electronics Co Ltd dominates Indian smartphone sales with a 40 percent share, thanks to its wide portfolio of Android devices priced as low as $110. The market has also been flooded by cheaper Android phones from local brands such as Micromax and Lava.

Most smartphones sold in India are much cheaper than the iPhone, said Gartner analyst Anshul Gupta.

"Where the masses are - there, Apple still has a gap."

'I LOVE INDIA, BUT...'

Apple helped create the smartphone industry with the iPhone in 2007. But last year Apple lost its lead globally to Samsung whose smartphones, which run on Google Inc's free Android software, are especially attractive in Asia.

Many in Silicon Valley and Wall Street believe the surest way to penetrate lower-income Asian markets would be with a cheaper iPhone, as has been widely reported but never confirmed. The risk is that a cheap iPhone would cannibalize demand for the premium version and eat into Apple's peerless margins.

The new monthly payment plan in India goes a long way to expanding the potential market, said Chakrawarti.

"The Apple campaign is not meant for really the regular top-end customer, it is meant to upgrade the 10,000-12,000 handset guy to 45,000 rupees," he said.

Apple's main focus for expansion in Asia has been Greater China, including Taiwan and Hong Kong, where revenue grew 60 percent last quarter to $7.3 billion.

Asked last year why Apple had not been as successful in India, Chief Executive Tim Cook said its business in India was growing but the group remained more focused on other markets.

"I love India, but I believe that Apple has some higher potential in the intermediate term in some other countries," Cook said. "The multi-layer distribution there really adds to the cost of getting products to market," he said at the time.

Apple, which has partly addressed that by adding distributors, did not respond to an email seeking comment.

Ingram Micro Inc, one of its new distributors, also declined comment. Executives at Redington (India) Ltd, the other distributor, could not immediately be reached.

BlackBerry, which has seen its global market share shrivel to 3.4 percent from 20 percent over the past three years, is making what is seen as a last-ditch effort to save itself with the BB10 series.

The high-end BlackBerry Z10 was launched in India on Monday at 43,490 rupees ($800), close to the 45,500 rupees price tag for an iPhone 5 with 16 gigabytes of memory. Samsung's Galaxy S3 and Galaxy Note 2, Nokia's Lumia 920 and two HTC Corp models are the main iPhone rivals.

BlackBerry will target corporate users and consumers in India for the Z10, said Sunil Dutt, India managing director, adding that it will tie-up with banks for installment plans.

Until last year, BlackBerry was the No. 3 smartphone brand in India with market share of more than 10 percent, thanks to a push into the consumer segment with lower-priced phones. Last quarter its share fell to about 5 percent, putting it in fifth place, according to Canalys. Apple was sixth.

Raul Castro announces retirement in 2018

HAVANA - Cuban leader Raul Castro announced on Sunday he would step down from power after his second term as president ends in 2018, and the new parliament named a 52-year-old rising star to become his first vice president and most visible successor.

Castro, 81, made the announcement in a nationally broadcast speech shortly after the Cuban National Assembly elected him to a second five-year term in the opening session of the new parliament.

"This will be my last term," Castro said.


In a surprise move, the new parliament named as his first vice president Miguel Diaz-Canel, a member of the political bureau who rose through the party ranks in the provinces to become the most visible possible successor to Castro. Diaz-Canel would succeed Castro if he cannot serve his full term.

The new government will almost certainly be the last headed up by the Castro brothers and their followers who have ruled Cuba since they swept down from the mountains in the 1959 revolution.

Raul Castro starts his second term immediately, leaving him free to retire in 2018, aged 86.

Former president Fidel Castro joined the meeting, in a rare public appearance. Since falling ill in 2006 and ceding the presidency to his brother, the elder Castro, 86, has given up official positions except as a deputy in the National Assembly.

Governments, Cuba watchers and Cubans were keenly observing to see if any new, and younger, faces might appear among the Council of State members, in particular its first vice president and five vice presidents.

Their hopes were partially fulfilled with Diaz-Canel's ascension. He replaces former first vice president, Jose Machado Ventura, 82, who will continue on as one of five vice presidents. Commander of the Revolution Ramiro Valdes, 80, and Gladys Bejerano, 66, the comptroller general were also re-elected as vice presidents.

Two other newcomers, Mercedes L?pez Acea, 48, first secretary of the Havana communist party, and Salvador Valdes Mesa, 64, head of the official labor federation, also earned vice presidential slots.

Former vice president Esteban Lazo, member of the political bureau of the Communist Party, 68, left his post upon being named parliament president on Sunday, replacing Ricardo Alarcon, who served for 20 years.

Six of the Council's top seven members sit on the party's political bureau which is also lead by Castro.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the 31-member Council of State, which also functions as the nation's executive through the Council of Ministers it appoints.

Eighty percent of the 612 deputies, who were elected in an uncontested vote February 3 and with an average age under 50, were born after the Revolution.

Ultrasound reveals autism risk at birth, study finds

Feb. 25, 2013 ? Low-birth-weight babies with a particular brain abnormality are at greater risk for autism, according to a new study that could provide doctors a signpost for early detection of the still poorly understood disorder.

Led by Michigan State University, the study found that low-birth-weight newborns were seven times more likely to be diagnosed with autism later in life if an ultrasound taken just after birth showed they had enlarged ventricles, cavities in the brain that store spinal fluid. The results appear in the Journal of Pediatrics.

"For many years there's been a lot of controversy about whether vaccinations or environmental factors influence the development of autism, and there's always the question of at what age a child begins to develop the disorder," said lead author Tammy Movsas, clinical assistant professor of pediatrics at MSU and medical director of the Midland County Department of Public Health.

"What this study shows us is that an ultrasound scan within the first few days of life may already be able to detect brain abnormalities that indicate a higher risk of developing autism."

Movsas and colleagues reached that conclusion by analyzing data from a cohort of 1,105 low-birth-weight infants born in the mid-1980s. The babies had cranial ultrasounds just after birth so the researchers could look for relationships between brain abnormalities in infancy and health disorders that showed up later. Participants also were screened for autism when they were 16 years old, and a subset of them had a more rigorous test at 21, which turned up 14 positive diagnoses.

Ventricular enlargement is found more often in premature babies and may indicate loss of a type of brain tissue called white matter.

"This study suggests further research is needed to better understand what it is about loss of white matter that interferes with the neurological processes that determine autism," said co-author Nigel Paneth, an MSU epidemiologist who helped organize the cohort. "This is an important clue to the underlying brain issues in autism."

Prior studies have shown an increased rate of autism in low-birth-weight and premature babies, and earlier research by Movsas and Paneth found a modest increase in symptoms among autistic children born early or late.

The study was supported by a grant from the National Institutes of Health.

Italian polling stations open in key vote for euro zone

ROME (Reuters) - Polling stations opened for the first day of voting on Sunday in an election to choose a successor to the technocrat government of Mario Monti, appointed just over a year ago to save Italy from financial crisis.

Voting began at 8 a.m. and will go on to 10 p.m. (2100 GMT)Polls will re-open on Monday at 7 a.m. and remain open until 3 p.m. (1400 GMT), with the first exit polls for both the lower house and Senate expected soon afterwards.

The election, in the middle of a deep recession, is being closely watched by financial markets amid concern that it may fail to produce a clear winner capable of continuing the broad course of budget discipline and economic reform begun by Monti and backed by Italy's European partners.

The last opinion polls published before a pre-election blackout two weeks ago put a center-left coalition led by Pier Luigi Bersani in the lead although former prime minister Silvio Berlusconi had been closing the gap.

Uncertainty over the result has been increased by a surge in support for the anti-establishment 5-Star Movement of comedian Beppe Grillo who has ridden a wave of public anger against corruption and privilege in Italy's political elite.

The tiny northeast Indian state of Meghalaya has a special fascination for interesting and sometimes controversial names, and the ballot for state elections Saturday is proof.

Hitler has already been elected to the state assembly three times, with little controversy over being named after the Nazi dictator. He points out that he's not an exact match; his middle name is Lu.

Hitler has traveled the world, including to the United States and Germany. He has often been asked by immigration officials why he has that name. He says it wasn't his decision.

Mexico?s new president, Enrique Pe?a Nieto, has a tough year ahead of him. After six years of extraordinarily high homicide levels and gruesome brutality in Mexico, he has promised to prioritize social and economic issues and to refocus Mexico?s security policy on reducing violence. During its first months in office, his administration has eschewed talking about drug-related deaths or arrests. The Mexican public is exhausted by the bewildering intensity and violence of crime as well as by the state?s blunt assault on the drug trafficking groups. It expects the new president to deliver greater public safety, including from abuses committed by the Mexican military, which Mexico?s previous president, Felipe Calder?n, deployed to the streets to tackle the drug cartels.

Planned Parenthood Goes After Sen. McConnell With New TV Ad

Planned Parenthood is airing a new TV ad attacking Senate Minority Leader Mitch McConnell.

The Kentucky Republican joined a brief with 10 other GOP lawmakers this week supporting the craft chain Hobby Lobby in its lawsuit seeking to avoid mandatory health coverage of birth control pills in its employee health plans. Utah GOP Sen. Orrin Hatch led the group of senators in their effort, The Washington Times reported.

Planned Parenthood, displeased with that development, today unveiled this TV ad running on network affiliates in the Lexington and Louisville markets:

The group did not say how much it is spending to air the ad. It announced new online ads targeting the other Republican lawmakers on the brief: Indiana Sen. Dan Coats, Mississippi Sen. Thad Cochran, Kansas Sen. Pat Roberts, Texas Rep. Lamar Smith, and Virginia Rep. Frank Wolf.

The ad references McConnell's vote against the Democrat-sponsored Paycheck Fairness Act in 2012, which he opposed while saying the U.S. laws already address paycheck fairness and calling the bill a payout for plaintiffs' lawyers.

McConnell is facing reelection in 2014, and the GOP super PAC American Crossroads has already aired a TV ad attacking one of his would-be challengers, Ashley Judd.

(AP) ? The burly man with a shock of silver curls and a scruffy beard gesticulates wildly on Milan's Piazza del Duomo, unleashing a sprawling diatribe against the political establishment.

"Send them home, send them home!" Beppe Grillo cries, as tens of thousands of supporters send up a deafening cheer.

Crisis-hit Italians are fed up. And no one is tapping that vein of outrage better than comic-turned-political agitator Grillo and his anti-establishment 5 Star Movement.

Grillo fills piazzas from Palermo deep in the south to Verona up north with Italians who seem to get some catharsis from his rants against the politicians who drove the country to the brink of financial ruin, the captains of industry whose alleged illegal shenanigans are tarnishing prized companies ? and the bankers who aided and abetted both.

Grillo's campaign is significant not only because he shows strong chances of being the third ? some project even the second ? party in Parliament after the Sunday and Monday vote. The 5 Star Movement is the strongest protest party ever seen in Italy, creating a fluid and unpredictable electorate at a time when the nation needs a clear direction to fight its economic woes. A strong election showing for Grillo could hinder coalition-building efforts among mainstream parties, leading to a period of political paralysis.

"Grillo cannot be underestimated," said Renato Mannheimer, one of Italy's most respected pollsters. "He is very important."

"More than protest, Grillo is an expression of disappointment in this political class. His followers are not anti-political. Most are interested in politics, but these politicians disgust them."

The most recent polls of voter sentiment show Grillo in third place, with 17 percent of the vote, behind Pier Luigi Bersani, the center left candidate for premier, who enjoys 33 percent of the vote and Silvio Berlusconi's center-right coalition with the Northern League in second with 28 percent. Premier Mario Monti's centrist coalition is preferred by 13 percent of voters in the COESIS poll of 6,212 respondents, which had a margin of error of plus or minus 1.2 percent.

A trading scandal at Italy's third largest bank, Monte dei Paschi di Siena, as well as accusations of corruption at the government-controlled Finmeccanica and the Italian gas and oil giant Eni have served recently to push a stream of outraged voters into Grillo's arms.

"What happened with the banks, with MontePaschi, reignited interest in Grillo. Grillo is credible on those issues. In Italy, banks and politicians are the most disliked actors on the scene," said Roberto D'Alimonte, a political science professor and commentator for financial daily il Sole 24 Ore.

Critics say that Grillo is good at tapping into voter anger ? getting to the heart of everything that's wrong with the ruling class ? but has few constructive ideas of his own for helping Italy emerge from crisis. Monti, in particular, has called Grillo's success his "greatest worry."

"The people who vote for Grillo and who would vote yes on a referendum on exiting the euro should then fill the piazzas to protest against the catastrophic state that would befall Italy," Monti said recently. "It takes protests, but also proposals."

Pollsters say Grillo's true strength may even be underestimated in the polls because voters could be embarrassed to admit they plan to vote for a former comedian.

While the 64-year-old comic from Genoa has firmly captured the Italian Zeitgeist, many of his messages are raising concern among seasoned political observers, not just political opponents. Grillo's staunchly anti-euro stance has tapped growing animosity toward the EU, which is viewed by many Italians as the architect of painful austerity.

It remains unknown how members of Grillo's movement will behave once in parliament. Grillo himself is not seeking office, being barred from becoming a lawmaker due to a manslaughter conviction for a 1981 car accident that killed two friends and their young son.

Certainly, Grillo has shown no willingness to cooperate with existing parties, and many of his candidates lack political experience ? which the movement's supporters consider to be an advantage.

Grillo is the top pick among first-time voters who find in him an expression for their rebellion. He is also picking up support from disaffected backers of the populist Northern League, who are unhappy that their leaders teamed up with Berlusconi.

It is unclear how many of the 30 percent of Italy's undecided voters will throw in their lot with the comic. Mannheimer believes they will be many.

Grillo's campaign to upend Italian politics is anything but routine.

In a nation where the people get most of their information from television ? dominated in part by Berlusconi's media empire ? Grillo eschews TV, a medium that shunned him for years, and forbids candidates running under his banner from appearing on air at the risk of being booted from the movement.

He seeks more direct contact with his followers, in piazzas and through his blog, one of the most popular in Italy. He approaches his public appearances as he does his stadium comedy routines: He speaks and the audience listens. The one-way flow has led to criticism that he refuses to engage in debates about his ideas with opponents or even supporters ? though that has done little to stem his rise.

"However it goes, and whoever wins, this will be remembered as the elections of Beppe Grillo," columnist Beppe Severgnini wrote in Corriere della Sera on Thursday.

HUNTSVILLE, Texas -- The U.S. Supreme Court has refused to halt the execution of a man convicted of killing his ex-girlfriend at her apartment by tossing gasoline on her and then setting her on fire.

The high court made its decision Thursday evening, shortly before 48-year-old Carl Blue was scheduled to be executed in Texas.

Blue was sentenced to die for the September 1994 death of Carmen Richards-Sanders. The 38-year-old woman and a man with her were attacked at her apartment in Bryan, about 100 miles northwest of Houston. The man survived serious burns and testified against Blue.

Prosecutors said the attack was the result of jealousy. Blue said it was a prank gone wrong or an accident.

His death will be the first execution this year in the nation's most active death penalty state.

ASUS has long been making Android tablets now, and they're often something worth taking note of. Their latest -- previously rumored -- slate, likely heading towards Mobile World Congress, has been unveiled by way of a YouTube trailer. Say hello to the ASUS MeMo Pad Smart 10. Catchy, isn't it? 

Unlike some past offerings from ASUS, the MeMo Pad Smart 10 doesn't break any new boundaries, or push the specs to the limits. But, what it looks like is a pretty solid 10-inch tablet. Oh, and it'll also be available in pink, if you're into that sort of thing. 

We don't get a whole lot of information from the clip, but we do find out that the tablet houses a Tegra 3 processor, a 5MP rear camera, and a 10-inch IPS display that promises some impressive viewing angles. We're also treated to SonicMaster sound technology, and a glimpse at some of the bundled software, although anyone familiar with ASUS tablets won't be too surprised by what we see. All this fits in with earlier, leaked information on the tablet, and at the same time isn't too surprising. Neither is the software, it's pretty much a given that we'll be looking at Jelly Bean, but as yet there's no confirmation on which version.

So, we're not looking at a bleeding edge tablet here, but what we are seeing is potentially a great value 10-inch tablet if it lands at the right price. We'll be on the look out next week in Barcelona, so keep it locked to Android Central in the days ahead for all the best from MWC 2013.
